Buyers of new construction reasonably ask why they would pay to inspect a house nobody has lived in. The answer is that a new house is the product of dozens of subcontractors working to a schedule, and what gets left out is not the work anyone did badly. It is the work that fell between two trades.

What gets left out

The pattern is consistent enough to describe. Electrical systems that are complete except for one circuit. Plumbing that was roughed in and never finished behind a wall that got closed. Gutters installed by one crew and drained into nothing by another. Missing roofing components at the edges where two trades met. Fireplaces that are decoratively complete and functionally not. None of this is exotic. It is what happens when a schedule slips and the subcontractor who was supposed to come back is on another site by the time the wall is open.

When to catch it

Two moments. During construction, when a phase inspection can see the framing, the rough plumbing and the wiring while they are still exposed. And before the final walk-through, when the finished house can be inspected the way any other house is, so that what the builder is asked to correct is a list rather than a feeling.

Both are ordinary inspections. The phase inspection is booked by stage; the completed-house inspection is booked like any other, and the rate card is the same.

What a builder's warranty does not do

It does not find the problems. It fixes the ones you report, inside its term. A buyer who does not know a gutter drains onto the foundation cannot report it, and the warranty expires either way. An inspection is how the list gets made.

Say when you book that it is new construction and which stage it is at. The inspection covers grounds, exterior, utilities, interior, kitchen and bathrooms, and on a new house the report is often shorter, which is the point.
