An inspector can only report what he can reach. That sounds obvious, and it is the single most common reason a report says less than a buyer hoped: the water heater was boxed in, the attic hatch was under a wardrobe, the panel had a bookcase in front of it. None of that is anyone's fault. All of it is avoidable.

What needs to be reachable

Six things, on almost every property. The water heater. The plumbing access behind tubs and showers. The electrical panel, and the GFCI receptacle in the garage that most houses built after 1980 have. The furnace or air handler. The attic hatch, with room inside to move if the attic is used for storage. The crawl space access, if the house has one.

The full list is on the preparation checklist, and it is worth sending to the seller or their agent the day the inspection is booked. Most of it takes ten minutes to clear.

What happens to what cannot be reached

It is written down. An area the inspector could not get to is reported as not accessed, not as fine, because "not inspected" and "no problem found" are different statements and the report is careful about which one it is making.

That matters after the inspection more than during it. An area listed as inaccessible is an open question, and the walk-through checklist asks the buyer to close it before closing on the house: get it accessed, get it looked at, or decide knowingly to carry the risk.

Why this is worth a page

Because the difference between a thorough report and a thin one is often not the inspector at all. It is a wardrobe in front of a hatch. Clearing it costs nothing, and the alternative is paying for an inspection and getting less of one.
